Pakistan’s government has warned its agencies that the dark web exists, is home to all sorts of unpleasant people, and should be avoided.

The exact same thing could be accurately and honestly said of Pakistan itself, or any other nation state and their government and agencies for that matter, and thus is avoidance similarly practically impossible.
